American senators are working through the weekend for the initial time since the government shutdown began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as Republican senators floated a plan unacceptable to Democrats: eliminating the Affordable Care Act, called Obamacare.
Deepening Impact of Government Shutdown
The effect on Americans from the lengthiest closure of the US government in history deepened on Saturday, as government employees went unpaid, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare proposed in 2017.
"We will replace this broken system with something that is truly better for the consumer," one senator stated.
Another senator praised Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Opposition lawmakers shared alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another lawmaker reacted to the criticism of insurance companies by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? Then I applaud your support for universal healthcare."
Ongoing Talks
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an openness to an emerging proposal from a handful of moderate Democrats to terminate the closure in exchange for a future vote on the ACA payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to reopen the government and continue the subsidies for a year.
Another senior Democratic senator continued in maintaining that Republicans should agree to a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the support of several Democrats to reopen the government, and the idea of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's mandate that carriers cover individuals with existing health issues.
After his resort visit, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that failed to garner enough support in 2017.
